Soweto, Gauteng — Following a day of heightened tensions at Maponya Mall, Gauteng Roads and Transport MEC Kedibone Diale-Tlabela has outlined steps to stabilize conflicts between e-hailing operators, taxi associations, and the community.
In an interview, MEC Diale-Tlabela confirmed that early reconciliation efforts included engagement with families affected by recent incidents. She noted that the family of a recently deceased individual had performed customary rituals and transported the body to KwaZulu-Natal.
“The community, e-hailing operators, and taxi associations have been engaged in a series of discussions to ensure public transport services can continue safely,” Diale-Tlabela said.

One of the primary concerns raised was the perceived harassment and bullying of e-hailing drivers by certain taxi operators, restricting access to the mall. In response, the Maponya Mall management has implemented a platform for conflict resolution, where stakeholders—including law enforcement—can discuss issues and collaborate on solutions.
However, the MEC highlighted a challenge with e-hailing representation, noting that leadership changes frequently:
“We are calling for stable, recognized representatives to ensure agreements can be implemented.”
Despite previous unrest, MEC Diale-Tlabela confirmed that Maponya Mall has reopened, with public transport services continuing under the oversight of Johannesburg Metro Police and transport inspectors.
“The key is safety and accessibility. We have instructed law enforcement agencies to ensure everyone operates freely and can pick up and drop off passengers without harassment,” she said.

The newly established platform encourages coordination between taxi operators and e-hailing drivers, promoting the protection of both service providers and customers. E-hailing services have also formalized a representative body, which will be officially recognized in future engagements.
MEC Diale-Tlabela concluded that while some challenges remain, there is now a clear framework for dialogue, collaboration, and ongoing monitoring. Authorities will continue convening meetings to address community concerns and ensure safe, accessible public transport in the Soweto area.
