SIU Names Ramaphosa Relative Hangwani Maumela as Alleged Kingpin in R816 Million Tembisa Hospital Syndicate

In a detailed update, SIU Head Advocate Andy Mothibi reveals the Maumela Syndicate used 41 suppliers to siphon funds, with three companies linked to controversial figure Vusimuzi "Cat" Matlala receiving R13.5 million.

Tembisa – The Special Investigating Unit (SIU) has publicly identified Hangwani Morgan Maumela—a reported relative of President Cyril Ramaphosa—as the alleged ringleader of a syndicate that siphoned R816 million from Tembisa Hospital. SIU Head Advocate Andy Mothibi provided a forensic breakdown, revealing that 41 suppliers were linked to the scheme, including three companies connected to Vusimuzi "Cat" Matlala, who received contracts worth R13.5 million.

This marks a significant escalation in the probe, moving from describing a faceless "syndicate" to naming a central figure and detailing his network.

The Maumela Syndicate: A Network of 41 Suppliers

Advocate Mothibi confirmed that the "Maumela Syndicate" is so named because it is "linked to Hangwani Morgan Maumela" and because asset forfeiture orders have already been publicly announced against it.

The SIU is currently reviewing 1,728 procurement bundles valued at R816 million related to this syndicate alone. To date, the analysis of 924 bundles has "uncover[ed] significant irregularities."

"The SIU has traced about 41 suppliers or service providers linked to this Maumela Syndicate," Mothibi stated. This extensive network allowed the syndicate to secure a flood of fraudulent contracts from the Gauteng health facility.

The "Cat" Matlala Connection: R13.5 Million in Contracts

A key finding is the involvement of Vusimuzi "Cat" Matlala, a figure who is also at the centre of the separate Madlanga Commission probing alleged criminal syndicate infiltration of law enforcement.

"Three of the companies that were awarded contracts to the value of R13,538,292 in this syndicate are linked to Vusi Muzi Matlala," Mothibi revealed. He explained that Matlala was not the leader but a key participant, stating, "So this Vusi Muzi Matlala would have come in as part of the syndicate that according to our evidence is really led by this Maumela."

This direct link connects the Tembisa Hospital looting to the wider web of alleged state capture and criminal influence currently under national scrutiny.

Luxury Assets: A R75 Million Penthouse and R520 Million in Spoils

The scale of the looting is reflected in the lavish assets the SIU has identified and preserved. Mothibi detailed that Maumela's identified assets amount to approximately R520 million.

These include:

  • A portfolio of luxury vehicles.
  • Properties valued at R293 million.
  • A notably lavish property in Bantry Bay, Cape Town, worth R75 million.
  • Various other high-value homes across Gauteng.

The preservation of these assets by the SIU and the NPA's Asset Forfeiture Unit is a critical first step in the process of recovering the stolen public funds.

A Public Naming and a Long Road Ahead

By explicitly naming Hangwani Maumela and detailing his syndicate's operations, the SIU has moved the Tembisa Hospital investigation into a new phase of public accountability. The confirmation of Matlala's involvement also creates a tangible link between the corruption in the health sector and the alleged criminal networks within the security services.

As the SIU continues its analysis of the remaining bundles, further revelations about the inner workings of one of South Africa's most brazen corruption scandals are expected.
