CAPE TOWN, 20 July 2025 - OUTA's investigation has uncovered 38 registered training providers with no physical facilities yet claiming payments for thousands of learners. 'We found construction qualifications issued to people who've never held a trowel,' revealed forensic auditor Mbali Ndlovu.
Major corporations are abandoning SETA programs, with only 12% of skills development levies being reclaimed compared to 42% in 2015. 'The trust is gone,' said Business Leadership SA CEO Busi Mavuso. 'We now do in-house training because SETA-certified workers lack actual skills.'

Former CETA HR manager Linda Khumalo, now unemployed after exposing irregularities, represents dozens of sidelined officials.
