South Africa's controversial AARTO demerit system will roll out nationally on 1 September 2026, with a phased municipal implementation starting December 2025.

Phased Implementation Begins


The Road Traffic Infringement Agency has confirmed a staggered rollout for the Administrative Adjudication of Road Traffic Offences (AARTO) system. Spokesperson Monde Mkalipi revealed the three-phase plan will commence with 69 municipalities on 1 December 2025, expanding to 144 municipalities by April 2026 before full national implementation.

System Preparations Underway


Current preparations focus on capacity building, with intensive training programs for law enforcement officers, back-office staff, and cashiers across participating municipalities. The agency is also deploying critical infrastructure including computer equipment, network connectivity solutions, and digital handheld devices for traffic officers.

What Drivers Can Expect


The initial December rollout will introduce four key options for motorists:

  • 50% early payment discount
  • Right to submit representations
  • Driver nomination process
  • Installment payment requests

The actual demerit point calculations will only commence with the final September 2026 phase, coinciding with the launch of the driver rehabilitation program.
