South Africa's AARTO system will mandate behavior-changing rehabilitation for habitual traffic offenders, including community service with crash victims' families.

Two-Tier Rehabilitation Approach


The Road Traffic Infringement Agency has developed a dual rehabilitation system to address dangerous driving behavior. Voluntary programs will be available for motorists accumulating under 15 demerit points, while mandatory rehabilitation kicks in for those exceeding the threshold.

Behavioral Intervention Strategy


Mkalipi explained the program's design focuses on creating empathy and awareness: "Offenders will interact with families who've lost breadwinners to road crashes. The goal is visceral understanding of consequences, not just punishment." The curriculum includes:

  • Road fatality victim testimonials
  • Traffic law re-education
  • Supervised community service

Progressive Penalty System


Drivers face escalating consequences:

  • First 15+ points: 3-month suspension per excess point
  • Second offense: Repeat suspension
  • Third violation: Permanent license cancellation
