Mkhwanazi, the first witness to testify at the commission, emphasized that his July 6 briefing was the result of collective efforts by various units within the South African Police Service, reflecting the shared concerns of officers at all ranks.
“The criminal justice system has been subject to a continuous threat as well as sabotage over an extended period,” Mkhwanazi told the commission. “If nothing is done, it is at real risk of a total collapse. Urgent and effective interventions are required to avert this outcome.”
He further expressed confidence in the commission’s role, saying it would be instrumental in preventing the breakdown of law enforcement and ensuring that officers can serve with honor and dignity.
