Pretoria – Crime Intelligence chief Lieutenant-General Dumisani Khumalo has presented a series of communications to the Madlanga Commission, raising questions about Police Minister Senzo Mchunu’s alleged involvement in discussions with prominent businessman Brown Mogotsi. The testimony forms part of ongoing proceedings examining political interference and corruption within South Africa’s law enforcement structures.

WhatsApp and Signal Messages Under Scrutiny

Khumalo detailed a thread of WhatsApp messages exchanged between Vusimuzi “Cat” Matlala and Brown Mogotsi. According to the Crime Intelligence chief, six key themes emerged from the conversation, including tender protection, alleged use of IPID (Independent Police Investigative Directorate), and links to the disbandment of a political task team.

The messages also reference flight and accommodation arrangements reportedly sponsored by Matlala, though it remains unclear whether these were related to a political event or other activities.

Screenshot Reveals Court Judgment Discussion

A new screenshot presented before the commission shows a one-way discussion between Police Minister Senzo Mchunu and Brown Mogotsi. The exchange references a Constitutional Court judgment issued on 20 December 2024.

In the message, Mogotsi highlights the judgment, noting its implications for disciplinary proceedings under Rule 9 and stressing that the matter could be used against Khumalo. Initially, the identity of the referenced “Khumalo” was unclear. However, it later emerged that the judgment pertained to Brigadier Khumalo, who was then stationed in the Western Cape.

The message emphasized that this was “not an allegation but a Court Judgment,” framing it as a potential tool for political or disciplinary maneuvering.

Mchunu’s Alleged Involvement

In addition to WhatsApp messages, Khumalo presented Signal messages and call logs between Mogotsi and Minister Senzo Mchunu. These communications were later forwarded to Matlala. Khumalo emphasized that while the content of the conversations is being scrutinized, the intent and context remain unclear.

“The first message is from Minister Mchunu, requesting an update, and the response, ‘it was during your tenure,’ appears to be from Brown Mogotsi. However, we cannot conclude what the exchange specifically refers to,” Khumalo explained during testimony.

Screenshots shown to the commission highlight exchanges on key dates, including a reference to Monday, December 2020. Among the messages, Mogotsi reportedly received a Signal inquiry from Mchunu asking, ‘Was the arrest effected?’, which was then forwarded to Matlala.

Alleged IPID Manipulation

Khumalo also raised concerns about discussions between Matlala and Mogotsi regarding using an internal contact within IPID to influence investigative processes. This revelation points to potential attempts to interfere with police oversight mechanisms, further complicating the investigation into political interference in law enforcement.

Ongoing Testimony

The proceedings remain ongoing, and Khumalo’s evidence is expected to shed more light on the extent of communication between senior officials, businessmen, and police structures. While the conversations implicate Police Minister Senzo Mchunu in exchanges with Mogotsi, Khumalo stressed that the exact nature and purpose of the communications cannot yet be determined.
